UNAPPROVED MINUTES

Minutes of a Planning Committee Meeting held on Monday, 4th January 2010 at the Parish Office, 28 Station Road at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, A. Brett, R. Gatward, J. Hales, D. Hardingham, M. Linnette, D. Mowatt, C. Purbrook and R. Wakerley.

495/09     Apologies for Absence: None
496/09     Declaration of Interests: There were no declarations of interests.
497/09     Minutes of the meeting held on 2nd November, 2009:
It was proposed by Cllr. Hales and seconded by Cllr. Brett that the minutes of 2nd November 2009 should be signed as a true record.
498/09     Matters Arising:
Item 384/09 (Correspondence (c)) Cllr. Barrett reported that there was no point in looking into play equipment for the site as the Land Registry clearly showed that the site belonged to the Developer.
Cllr. Hales enquired if Cllr. Barrett had managed to look at the plans for the site.  Cllr. Barrett said that she did not get chance to look at the Plans.  She reported that the Planning Officer had spoken to Tracy Pearce with regard to this matter.
499/09     Parish Facilities:
The Clerk reported that she had not been able speak to Jenny Clark with regard to the  rateable value of the village car park as Jenny was on holiday till the middle of January.
Cllr. Brett explained to the meeting what had been discussed at the meeting held with Mr Larcombe.  He went on to explain points which had been raised on the lease.  A discussion took place about the likelihood that the Parish Council will want to carry out improvement work when it can.  The committee agreed to await the report already requested from the architectural officer, before settling details
 
500/09     Police site in centre of village:
The Clerk reported that she had spoken to the Assistant Monitoring Officer at SCDC with regard to the Council working with Iceni Homes.  She had been told that the Council may, if it so wished. work with Iceni Homes on this site as long as it made it plain to SCDC when dealing with the planning application that it had been involved in the planning process. And that any Councillor who may have a personal or prejudicial interest is to declare this and having done so would then not be allowed to vote on this matter.
 
501/09 White House Farm:
There was nothing further to report on this matter at the moment.
502/09     Notifications and Planning Consultation Documents:
(a) SCDC – The Black Horse Public House, 63 Orchard Road.  Erection of Covered Way following removal of Existing Canopy.  S/1512/09/F.  Permission Granted
(b) There were no further Notifications or Planning Consultations received.
503/09     Planning Applications:
(a) Land to the South-east of 60 The Moor Melbourn – Erection of 6 Flats with Carports/Cycle Store (revised Design to that Approved under Reference S/2248/06/F) (Retrospective Application).  Details of Amendment: Additional information to show parking and highways alterations.  For Information Only.
(b) Rosslyn, Cambridge Road – Extension and alteration. S/1835/09/F.  Recommend Approval.
(c) Land to the South of White House Farm, Cambridge Road – Erection of an Agricultural Storage/Amenity Building.  S/1842/09/F.  Recommend Approval with Comments. Preferable to roof the building with slate.  Would want to ensure that the development cannot be converted for domestic occupation.
(d)           There were no further planning applications received.
504/09     Correspondence:
(a)        Letter from Iceni Homes – Police Site in Melbourn.
The Clerk is to write thanking them for their letter and informing them that this matter will be put before the Planning Committee and the Council will write back in due course.
(b)        Copy of letter to Gareth Jones from Mrs Sage – Planning application S/1071/09/F.
This matter was discussed by the committee who agreed it can only base approval at the time of initial application on information given at the time.
(c)           Letter from Andrew Lansley CBE MP – Disposal of the former Police Site in Melbourn.  Noted
(d) There was no further correspondence received.
505/09     Urgent Matters:
The Clerk reported that the Ranger had informed her that the hedge cutter was missing.   As there was no proof that this had been taken the Council felt that there was no point in reporting it to the insurance company and decided that the best course of action was to purchase a replacement.
The Clerk enquired when the Christmas tree was to be taken down.  She was told it would be removed on Wednesday morning.
Cllr. Purbrook enquired if there was any news with regard to the replacement of the bollard from outside the Co-operative Store.  The Clerk replied that as yet she had not been informed when this is to take place.
It was reported that the fence by the Notice Board on the The Cross had been broken again.
Cllr. Gatward enquired when action was to be taken regarding the state of the outside of Co-operative Store.  Cllr. Barrett replied that D. Cllr. Guest is to speak again to the Planning Officer on this matter.
There being no other business the Chairman closed the meeting at 9.22pm
