Minutes of a Planning Committee Meeting held on Monday, 1st February 2010 at the Parish Office, 28 Station Road at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), F. Benfield, A. Brett, R. Gatward,
J. Hales, M. Linnette and Mowatt.
 

In Attendance:  The Clerk

 
552/09     Apologies for Absence: Cllrs. Barrett, Hardingham, Purbrook and Wakerley.
553/09     Declaration of Interests: Cllr. Gatward declared a Personal and Prejudicial interest in Item 562/09 (b). The Clerk declared a Personal interest in Item 562/09 (b).
554/09     Minutes of the meeting held on 18th January 2010:
It was proposed by Cllr. Hales and seconded by Cllr. Brett that the minutes of 18th January 2010 should be signed as a true record.
555/09     Matters Arising: There were no matters arising.
556/09     Parish Facilities:
The Clerk was requested to remove this item from the agenda in future.
 
557/09     Village Car Park:
Cllr. Brett had spoken to Mr Larcombe, who had informed him that he had heard nothing more from the legal department at SCDC with regard to the leasing of the Car Park.  Mr. Larcombe will pursue this matter.
 
558/09     Police site in centre of village:
The Clerk was asked to arrange a meeting with Hundred Housing Society/Iceni Homes for the week beginning the 8th February.  This meeting is to be held at the Parish Office.  The time and date will be confirmed to all Councillors.
The Clerk was asked to contact CALC to find out if there are any rules with regard to building affordable homes in a Conservation Area.
 
559/09 White House Farm:
The Council had received a letter from SCDC informing it that an appeal has been made to the Secretary of State by Mr Rai with regard to the refusal of planning permission for a Garage and Store.  S/1555/09/F.  Noted.
 
560/09 Co-operative Store:
There were no further developments at the present time.
 
561/09     Notifications and Planning Consultation Documents:
(a) Appeal Decision made by Manex Group Limited on Land at Pink Geranium, 25 Station Road for erection of 11/2 storey 4 bedroom house and garage including improvements to the existing access.  S/0034/09/F.  Appeal Granted.
(b) SCDC – 31 Station Road.  Erection of Free Standing Greenhouse following Demolition of Existing Greenhouse.  S/1594/09/F.  Permission Granted.
(c) SCDC – Land to the South-east of 60 the Moor.  Erection of 6 Flats with Carport/Cycle Store (revised Design to that Approved Under Reference S/2248/06/F) (Retrospective Application) S/1320/09/F.  Permission Granted.
(d) SCDC – Melbourn Village College, The Moor.  Display of Signs for Cambridgeshire Constabulary.  S/1565/09/A  Consent to the display of Signs.
(e) There were no further Notifications or Planning Consultations received.
562/09     Planning Applications:
(a)        Application to carry out Tree Works subject to a tree Preservation Order or situated within Conservation Area – 15 The Lawns.  The Applicant is 14 The Lawns – Work to a Sycamore tree due to Health and Safely concerns about the droppings from pigeons in the garden of 14 The Lawns.  The Tree Surgeon noticed that due to the height of the tree in comparison to the thickness of trunk he has recommended pollarding down to approx 20 feet.  Tree also has movement from rootball, moving in the wind.
No Comments.

(b)        94 High Street – Demolish existing garage and replace with Single Garage, Workshop, Craftroom, WC, Sun Room and Car Port.  S/1910/09/F.
No Recommendation.  If approved the Committee would want a covenant to ensure this building cannot be used for domestic occupation.

(c)        Land to the South-east of, 151-155 High Street.  Erection of a Pair of Chalet Bungalows.  S/1945/09/F.  Recommend Refusal.
The Committee do not feel the problems defined in the Planning Decision report on S/1362/07/F Paragraphs 4 and 5 have been resolved.
(d)           There were no further planning applications received.
563/09     Correspondence:
(a) There was no correspondence received.
564/09     Urgent Matters:
Cllr. Hales reported that he had visited the site and saw no problems with the erection of a fence at 38 The Moor.
Cllr. Hales reported that he and Cllr. Sherwen had inspected the site of Stockbridge Meadows and had felt that it was not clear from this inspection where the boundary of No. 100 High Street ended and the boundary of Stockbridge Meadows began.
This matter is to be put on the next Conservation meeting agenda.
There being no other business the Chairman closed the meeting at 9.38pm
