UNAPPROVED MINUTES
Minutes of a Planning Committee Meeting held on Monday, 5th October at the Parish Office, 28 Station Road at 7.15pm.
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, A. Brett, R. Gatward,
J. Hales, D. Hardingham, M. Linnette, D. Mowatt, C. Purbrook and R. Wakerley.
In Attendance: The Clerk
300/09 Apologies for Absence: Cllr. R. Wakerley.
301/09 Declaration of Interests: Cllrs. Brett and Sherwen declared a Personal and Prejudicial interest in Item 308/09 (c)
302/09 Minutes of the meeting held on 21st September, 2009:
It was proposed by Cllr. Hardingham and seconded by Cllr. Brett that the minutes of 21st September 2009 should be signed as a true record.
303/09 Matters Arising:
Item 279/09 (Correspondence) (f) Cllr. Barrett will attend this meeting.
Item 273/09 (Matters Arising) Copies of a letter received from SCDC Planning Department were circulated to all members by the Clerk.
The Clerk is to write expressing the Council’s thanks for the information in the letter which it found very helpful. It had noted that only one of the planning applications so far had been approved. The Council wishes to be kept informed as it has continuing concerns with regard to lack of screening for the trolleys and it is particularly concerned with regard to the visual appearance of the waste and rubbish, as this is a Conservation Area.
304/09 Parish Facilities:
The Chairman read out a letter from Mr Larcombe thanking the council for its cheque, which was payment for legal searches to be carried out on the car park. Noted
305/09 Police site in centre of village:
There is to be an exploratory meeting held with Chris Jackson on the 19th October, commencing at 7.15pm immediately before the Planning Meeting which is to commence at 8.00pm. Cllr. Mowatt said there were clear concerns with regard to this site being used for additional social housing.
The Clerk is to make this matter an agenda item at the next full Parish Council meeting.
306/09 White House Farm:
There were no further developments at the present time.
It was noted that the garden area seems to have been lost as vehicles are being parked on it. The Barns are still being developed and the structure on top of the garages has as yet to be taken down.
307/09 Notifications and Planning Consultation Documents:
(a) SCDC Town and County Planning Act 1990 – Appeal to the Planning Inspectorate by Manex Group Limited against refusal for Site at Land to the South of the Pink Geranium, 25 Station Road. S/0034/09/F. Noted
(b) There were no further Notifications or Planning Consultations received.
308/09 Planning Applications:
(a) 13 New Road – Extension. S/1340/09/F Recommend Approval
(b) Melbourn Scientific Ltd, Saxon Way – Removal of Condition 2 of Approval S/1872/06/F and Variation of Condition 2 of Approval S/1875/05/F to Allow Space for 60 Cars S/1234/09/F. Recommend Approval.
[Both Cllr. Brett and the Chairman, Cllr. Sherwen left the room at this time having declared a Personal and Prejudicial interest in the next item]
[Following Cllr. Sherwen’s departure, the chair was taken over by Cllr. Purbrook, Vice-chairman ]
(c) Application to carry out Tree Works Subject to a Tree Preservation Order or situated within a Conservation Area. 44 High Street work to the belt of trees fronting High Street. Raise and reduce back by 4 to 5 meters and 1 to 2 meters respectively. To ensure pedestrian and vehicular clearance.
Recommend Approval. The Parish Council would like the work to include clearing a suitable space around the street light.
[The Chairman and Cllr. Brett returned to the meeting and the Chairman took back the chair]

(a) E-mail from Debra Bell – Assistant Planning Enforcement Officer.
The Clerk is to e-mail Debra to thank her for the information and request that she keeps the Council posted on this matter.
(b) There was no further correspondence received.
280/09 Urgent Matters:
There were no urgent matters
There being no other business the Chairman closed the meeting at 7.57pm
